Questions:

1) How do you stop a puppy from biting and scratching?

2) And can they also chew on newspapers?

1) Start now with training bite inhibition. Every time she nips/bites/grabs anyone, they have to yelp loudly and stop playing. This will startle her a little, & teach her that you don't want to be nipped at.

Puppy play groups will help re-inforce this, as soon as she has completed her shots... there are lots of puppy play groups everywhere, if you ask around or search on the internet. You can also arrange your own play groups with friendly, vaccinated dogs.

2) I wouldn't consider newspaper a healthy chew. It's way too easy for her to rip off pieces and eat them. Better choices are: Puppy Kong (stuffed with cookies, peanut butter, cheese, kibble, etc. and frozen), Nylabones, rolled rawhide, bully sticks, pig or lamb ears, rope toys, Raw bones, etc.
