It seems almost like pairs? But the first part of the team is a horse and the second part is a dog?

Horse & dog shows aren't too uncommon. It's as you surmised -- one dog and one horse per team, navigating a course, lowest time (adjusted for faults) wins. I've mostly just seen them for fun at fairs.

I'm liking the vests with competitor numbers!

And I've seen dog and pony shows at fairs quite a bit. They're fun!
