small dogs that like to swim?

my aunt has a house with a lake in the back and shes looking for a small dog that she can hang by the lake with, play fetch, go out for a boat ride ect..
shes always had big dogs but cant handle one, the only reason she is hesitating small dogs is because of yapping. so hopefully a breed that isnt known to yap.
