It probably did. Cocke County has a long history of gamedogs and gamecocks. White Pine wasn't morally any better -- they just had more churches . . . and inferior dogs. Cocke County has always been slow to accept change, and they're pretty independent when it comes to outsiders telling them what they can and can't do.
