Yep, that's the same article. There needs to be provision made for companion animals and service animals. So many people would not leave New Orleans because they were not allowed to evacuate their pets. I saw a piece on the news about a blind man who was forced to leave his Seeing Eye Dog behind in New Orleans. His dog, a week later, was sitting in the house waiting patiently for him to come home, hungry and bedraggled, but faithfully waiting, when rescuers made their way to the house to look for him. They got the man and his dog reunited :) But the two should never have been separated!
