Submissive dog gets aggressive around other submissives?

Luna is very scared of other dogs. Very. She puts her tail under, averts her eyes, cries, and hides behind a handy adult person. So, we've been gradually exposing her to more to try to get her past it (at the dog park etc.). She has been doing a bit better, but is still scared. So.. a couple of days ago we were at soccer practice (6 kids = lots of soccer practice) and a woman approached with a dog that wanted to meet Luna. The other dog went into a submissive bow, with tail wagging. Luna moved forward (on the leash) to touch noses. I was STUNNED! I thought, "Great! Progress!" Then, to my surprise, my little scaredy dog starts barking and growling, etc. Mind you, her tail was wagging and her fur wasn't up, but it was clearly a dominance move. The other woman was taken aback and not happy and after a few moments she took her dog away. So... any thought? Was Luna moving into the dominant role because the other dog acted so submissive? Did having them both on leashes provoke the barking?
