Just before my fiance and I adopted apollo, we had fostered a 12 week old puppy named "bear" he was a doberman/husky cross, gorgeous little boy. He had a biting problem though, he would bite nad draw blood if you so much as looked at him. I know puppies tend to do that but he growled and it scared me several times. He also peed and pooped alot on the floor, understandable he probably wasn't housetrained. What would be the best way to resolve the issue of a puppy that bites?

The first thing you have to do is figure out if it's an aggression problem or simply that he didn't - for one reason or another - learn biting inhibition from his mother. Many times, if a pup has been taken from the mother too early, it doesn't get a chance to learn this inhibition.
