I think it depends on 3 things:

-the breed
-who's performing the outcrosses'
-why the outcross is being done

For example, the APBT and AST breeds are taking a HUGE hit, a negative hit at that, thanks to all the outcrossing going on that is producing completely out-of-standard dogs that are still being called "APBTs"/"ASTs" or just "pit bulls" in general. Some of the breeds being mixed in are the Dogue de Bordeaux (although this was more common in the '90s), the [Egnlish] Bulldog, the Neopolitan Mastiff, American Bulldog, & who knows what other mixed breeds are making their way into the lines.

The people doing it are doing so for nothing more than money and ego. Dogs with wider chests (who cares if it's only an appearance thanks to grotesquely bowed shoulders & elbows), bigger heads, more massive bodies, etc. are 'guaranteed' reputation builders and ego boosters for those who want it.

And the people doing is have absolutely NO idea what the hell they are doing and cannot even spell "genetics" much less have any knowledge of genetics.

Now a breed like the Ca da Bou, on the other hand, has an extremely small gene pool and I know that outcrosses are still done. However, those outcrosses are only breeds which went into the making of that breed and the person doing the outcross knows exactly why he's doing it....to better the dogs.
