my dog can,t turn his head without crying

My dog is 2 year old 115 pound sepherd mix and his name is Castro. He won't reach for anything, and yelps when gets up, lays down, and turns his head. I tossed him a piece of steak and he didn't even want to reach down to pick it up. please help.
