What does it mean when your dog pees on you?

I was reminded of this incident that happened a while ago and thought
I would ask if there is any meaning behind it.

A lady in my old neighborhood had a hyper jack russel terrier, we
where talking one time while our dogs where both on leashes on our
walk and the dog stopped, hiked his leg and peed on her leg

I just looked at the dog and at her, she never said anything, I was
not sure if she had noticed, I sure hope it was not a normal thing
for her dog to pee on her... She does not smell like pee so I am
assuming it is not normal.

I am ashamed to say I did not say anything to her, she kept talking
and talking before I could blurt it out and then the time passed and
I was to embarassed to say anything It felt strange trying to tell
someone there dog just peed on them a few minutes ago....
