I think it depends on the person there, this came up on the golden board as many used to use 400s or 450's and lately there's been complaints and some insisting they need a 700 so they can have their head all the way up and still have inches of space.... Best thing to do is call the airline and ask for sure.

I have no comment on the size, as we squeak by every time we fly a dog.
BUT, you do need ventilation holes on the back for international. You CAN make your own with a drill bit, however. Other than that, teach him to lie down in the crate. ;-)
