What do you mean "safe"? All mace is designed to cause irritation, but I don't know that any of it is considered unsafe, except perhaps the really concentrated stuff (like bear spray).

If you want something to ward off aggressive animals without the risks of blowback, I really like the citronella Direct Stop/Spray Shield product as it is quite effective but without the effects on mucous membranes.

If you mean works on both dogs and people - pretty much most of them will but I prefer something with a 15 foot range rather than the 30-35 foot bear mace or the 6-8 foot personal protection canister. I also prefer a fog rather than a stream when dealing with dogs.

As far as brand UDAP IMO puts out a good quality product for relatively small $$$.

By safe I mean something that would have a less chance of severely harming a dog, but could still be used on people and be effective.
