Hard to tell with just one picture and no knowledge of the genetics behind it, but it's possible! Might just be a tri-headed white, though.

I don't know a heck of a lot about Collie colors, and even less about color genetics, but that was my first thought, too.

She looks like a Tri-color headed white to me...
Though, speaking of harlequins, a breeder friend of mine has a litter of 3 wk old Collie babies right now, and there are a few harlequins in the litter... |

Harls are always technically blue merles, right? Hard to tell from the picture but the black on the dog's back looks very solid, not merley. Plus I think whites are more common than harls, but I could be wrong about that. |
