Default stubborn

We have fostered several dogs thru the years, our last one was a beagle. The little guy was an escape artist. He'd dig holes, get out. We'd fill the holes and he'd dig more. The fence area has to be replaced due to several escapes but with winter here we will have to wait until spring. For now we just keep filling hoping it will do the trick. We thought we had it safe for Princess to play in the yard, then she got out. She'd come right back to us when we called, problem is she is so proud of herself when she gets out. Well today she got out again. At first she came right to me but when I said come in she took off running to the neighbors. I finally got her to come back to me and got her inside. The biggest problem is the last time she got out she chased a car. She runs out in the road, thinks nothing of it. I thought she and I had an understanding but it seems she has that teenage attitude and she's gotten a little stubborn. She is a Chow and I know they are very stubborn dogs. I guess I'm asking if anyone could give me suggestions on how to handle her stubborn moments like this.

Well, this doesn't help the behaviour but a friend of mine put stakes into the ground along the fence. Metal ones. That kept the dogs in. I guess if you have little dogs you'd need a lot of stakes.
