Yep, that's what those pictures look like. We had a cat with exactly the same chin condition ... except feline acne. Vet told us to use anti-bacterial wipes and benzoyl peroxide cream ... he said one made for human acne would be fine as long as it was not more than 5%.

We used Neutrogena On-the-Spot 2% for about a week, along with anti-bacterial wipes. Also suggested was that we change the cat's food & water dishes from plastic to ceramic or glass. Plastic holds on to bacteria even after washing it, and was likely re-infecting her everytime she ate or drank. It cleared up in a week and never came back, the hair on her chin eventually grew back as well.
