Put up a baby gate so that the cats can get in there but the dog cannot.
Reward your dog with tasty treats for urinating outdoors. (yes this means go WITH him.
Dogs do what WORKS for them, so by going with your dog and giving him tasty treats after outdoor elimination, he will be much more likely to WANT to tinkle outdoors so he can get his cookie.
