Okay, I got a problem. What can I do to make Chochi pay attention to me when we are outside. He completely ignores doggie treats when he is out. He is just so unfocused. He look at me when I call his name, but then he just brushes me off.

The only advice I can offer is to think about all the things that motivate him, and then think of ways to use those to your advantage. I have a small terrier mix (Benji), and he too will ignore commands if there is something more interesting going on. Sometimes you have to be creative. With Benji I've had to use a lot of praise/petting (back scratches especially!).

The other thing is to make sure you are not feeding meals right before training sessions. (how interested in pizza would you be if you just ate a holiday turkey?)
Make sure you are not free feeding or over feeding too.
And I totally agree with the finding what motivates your dog.
