I just talked to a friend of mine who has a Maltese, and is at her wit's end with potty training.

This dog is 2 years old, and my friend bought her as a puppy from a BYB. She never saw the living conditions of this puppy. Anyway, from the time Snowball was a puppy, she has been difficult to potty train.

Snowball is on scheduled feedings, and is under constant supervision. She gives no warning when she has to go to the bathroom. She is taken outside every 15-20 minutes when my friend is home, but mostly refuses to go to the bathroom. My friend rewards with treats when she does actually potty outside, and makes a big deal out of it with praise(gets excited).

Anyway, Snowball has daily accidents in her crate. She will hold her pee, and then go in her crate. She is in the smallest crate you can get for a dog (22 or 24 inch), and still pees in her crate daily. She doesn't have any mats or blankets in the crate, and doesn't even have enough space to move around in. She still will pee on the plastic bottom and just lay in it.

Urinary tract infection has been ruled out... the dog is in perfect health.

My friend is thinking about giving her up to a rescue. Is there such a thing as a "dirty dog" or a dog who is just impossible to potty train?

I'm not sure as of what to tell her, since I've never heard of a dog going to the bathroom in a small crate and just laying in it. Anyone have any advice?

If this dog was raised as a puppy to be OK with laying in its own urine, then that is considered Dirty Dog syndrome and house training is going to be really tough.

When your friend takes her out, does she walk her or does she just stand there? I guarantee if she walks for 1 mile the dog will have to let something out.
