My friend says that in order for him to train his chiuaua DOG properly his friends should act properly when they go over to his house and not play with or look at the dog too much, so that the dog doesn't jump and act all crazy like it always does...so everyone is uncomfortable and hates going to visit him, this has been going on for TWO years now, my Q: Does training a dog involve training your friends and the people around you as well, such as telling people no to breath too hard or talk aloud and look at the dog, because the dog will react to their behaviour and act all crazy?

Well I know if my dog had a jumping problem whenever guests would visit I would want them to ignore the dog until he was calm. Telling you not to breath too hard or talk out loud is not right. When the dog "acts all crazy" what exactly does he do? Is he aggressive or does he jump? Does he urinate?
Of course while he is having you ignore the dog he should quietly praise the dog when he behaves. With the exception of excitement urination I don't think it should really go on for two years, if you are actually working on training the dog to stop. Hey maybe tell the guy to join the forum so we can help him train his Chi :) But you should respect his decision and ignore the dog (but breath as loud as you want) IMO.

It's often frustrating for an owner to work very hard with their puppy/dog and have strangers or guests then ignore their instructions upon greeting them. "Off", "leave it" and "sit- stay" are important commands for any dog to know when someone enters the home or the dog is taken in public. It's always easier for an owner to control his dog, than it is to control all of the humans the dog may encounter. Sounds like he need to keep the leash on when company comes over and "proof" his commands. If the dog is being handled or greeted inappropriately, best to put the dog away when these particular friends come over. Otherwise, this owner really needs to work a little harder at teaching his dog that, regardless of what the humans are doing in the room, paws stay on the ground and "leave it" is a must. That only comes with training, training, training... especially a Chi!

Training your dog means setting your dog up for success, which means "managing" the behaviors. This might mean asking people not to get too excited around the dog, or keeping the dog in another room when company is over. Your friend seems excessive, though. It's one thing to ask people to ignore the dog until it sits, it's another to say they can't talk.
