My dog Jesse, is constantly scratching, and when she is on my bed and she scratches, there are little black flakes all over the place. Is it fleas, or just dry skin?

Black flakes is probably fleas, Take a whit piece of paper (computer paper) and a fine toothed comb then comb her hair over the paper and see if any come out. Then look at them closely or take a few pics and post them and we'll see if any of us can tell. If she is itching all the time something is wrong, it's either fleas or other skin problems.
