Here's something you might try with Cosmo.
The Aussies LOVE to herd. Compulsively, even.
Try getting some of those big, plastic play balls. Scatter them around and then "herd" them into a corner by bumping them with your feet while Cosmo watches. See if he doesn't get the idea to herd the balls, giving him a good outlet for his herding drive and boundless energy.
