Tear marks

Hi I have a cavalier king charles and the area under her eyes are white but under the right side of her right eye the white hair has become redish because of the tear marks.

I have tried cleaning it with warm ater and looked at it close but it doesn't help.

The hair is white but how do i get rid of the water marks?
