It's very likely that this is a nutritionally based problem. What breeds does your aunt's dog appear to be predominantly, how old is the dog, and what does it eat?

the dog is a mixed shep/collie.she eats regular dog food, like purina.the dog is 10 years old ,she has had this oily coat all her life.

The food is the best candidate for blame. You might want to check out some of the threads in the Dog Food forum, and Mordy's advice is always good.
