Puppy Pads or Paper?

Ok, well before i put paper in the cage and she didn't shread it or anything but the urine would leak right threw. So then i got some puppy pads and she won't leave them be she moves them around and piles them in the corner? So what is the point if the urine still is going on the cage floor. Any suggestions on what to do? Please let me know. Thanks

She's peeing in her crate? If so, her crate is either too big or you are not taking her out often enough or both. How old is she and how often are you taking her out?
