New puppies eyes opening

Ok, this may be a silly questions but here it goes.....when the puppies open their eyes, are they a certain color and then change?
Dad had blue eyes and Zoey has brown.

I think they're usually dark blue and then change.

The pup that has one whole eye almost open looks dark blue. I thought they changed but wanted to make sure. Darn!:D
