I have a pug 12 weeks who i over corrected when he had accidents an the past ( i spanked him on the butt and grabbed him in the act). In the mornings I would bring him to his papers and he would freeze up get tense and dart to his travel crate, at that point I would leave him to get a shower and come back and he would be playful. I figured out he was peeing in the crate to avoid going in front of me 9my fault) well, that has since been fixed.
but, my question is he will go on the papers to pee and dart all the way across the room to another set of papers I have set up to go #2.
It that normal or is it something to try to stop? I am just happy he goes on the papers at all.

I think that's normal. He's just trying to find a clean spot to do his business. The thing with paper training though, at least in my experience, is, once the dog gets older and bigger, they'll find it uncomfortable to poop on the paper. the way they have to sit/squat moves and slides the papers, and it's very uncomfortable. So they end up pooping right next to the paper.

I think it's time to move the paper outdoors.

i would move the papers outside but, i am living in an apartment (3rd floor) until my house is finished in the next few weeks. I live in Metairie,La (New Orleans).

Understand.... but you really should make the effort to go out every hour or this will be an on going problem.
