Pennsy's puppy mills are a disgrace and Big Eddie does love his dogs.

I don't know how much they're going to do - this is a state that just legalized casino gambling to bring in more money. Even if stronger laws were passed, you need people to enforce those laws, and I don't see where they're going to spend what they have on hiring people to enforce dog laws.
